Procurement Associate (PA)

The UNDP and UNCDF supported "Enhancing Access to Financial Service Project" is looking for experienced and qualified Nepalese Citizens for the following positions:

Post Title: Procurement Associate (PA)
Duty Station: Kathmandu with some travel to the field
Duration: Initially one year/renewable
Level: SU-6



DUTIES AND RESPONSIBILITIES:

Under the guidance of Residential Chief Technical Advisor (RCTA) and supervision of Procurement, Operations and Finance Specialist, the Procurement Associate will be responsible for the following:

• Review procurement manual and guidelines concerning technical assistance and revise as necessary in compliance with GON, UNDP and UNCDF on procurement standards for selection of consultants.
• Assist in establishment of Investment Committee (ICs) and each GON sector department and
• institution acting as Implementing Agency (IA) for specific TA sub-projects
• Design procurement process for sub-projects based on type of study, scope of work, time and cost.
• Developing specifications and terms of reference and preparing procurement plans and related documents and assisting in the receipt and evaluation of tenders/quotations.
• Assist in pre-qualification of consultants (service providers and FSPs/MFIs), issuance of RFP, conducting pre-bid meeting, proposal evaluation, negotiation, and signing of contracts.
• Monitor an evaluate procurement progress and conformity with procedures as stated in the Manual, recommend measures to expedite progress where necessary, and assist in preparation of procurement reports for each TA sub-project.
• Assist in maintaining and updating databases on procurement status and local/foreign consultants pre-qualified under the project.


QUALIFICATION AND EXPERIENCE:

• Bachelors Degree in management with experience similar development or TA project or reputed private organization for at least 5 years on procurement related activities.
• Should have good exposure to procurement policies and process of Government of Nepal, Nepal Rastra Bank, UNDP, and UN system as well as exposure to project administration.
• Must have excellent computer (Windows, Words, Excel, and Power-Point) skills and must have good command of English and Nepali language both written and spoken.
