The World Health Organization (WHO), Nepal invites applications from qualified and experienced candidates for the post of National Programme Officer - 1 (one) at NO-B level.

Under the general guidance of the WHO Representative to Nepal and close coordination with the Director, Family Health Division, DOHS/MoHP, the incumbent will be assigned to work in the following programme areas: Making Pregnancy Safer, Reproductive Health and Research, Child and Adolescent Health, and Gender and Women's Health, as full time National Programme Officer.

He/she will be responsible to carry out the following duties:

1. Maintain effective partnership across relevant programs and partners for coordinated actions on maternal and newborn health (Making Pregnancy Safer), Reproductive Health and Research (RHR), Child & Adolescent Health (CAH), Gender & Women's Health (G&WMH)

• In close coordination with the Family Health Division to facilitate collaboration and integration amongst relevant divisions and centers of the department of Health Services of MoHP; Child Health Division, NHTC. NHIECC, NCASC, EDCD, NPL.
• Maintain close collaboration with MoHP and other line Ministries as required including other concerned Government institutions such as Maternity Women's Hospital, loM, BPKIHS, Nursing & midwifery institutions.
• Coordinate with Nepal Nursing Council and relevant professional bodies such as Nepal society of obstetricians and gynaecologists (NESOG), perinatal society of Nepal (PESON), Nepal pediatric society (NEPAS), Nepal Association of nurses (NAN) and
• International/national agencies/organizations, NGOs and INGOs working in above mentioned programs.

2. Maintain effective partnership and interagency coordination for advocacy, including resource mobilization.
3. Provide technical support for programmatic/managerial aspects (planning, implementation and monitoring), as well as technical aspects on the above areas.
4. Initiate WHO-supported activities, including facilitate planning, organizing and conducting relevant trainings and workshops, and ensure the promotion of evidence-based standards and practices.
5. Monitor and evaluate programmes and activities related to MPS/RHR, CAH and Gender & Women's Health issues and perspectives for their further improvement.
6. Collaborate with relevant Divisions of MoHP, Nepal Health Research Council and partner agencies to promote MPS/RHR, CAH and Women's Health related research and also participate in reviews of the researches undertaken.
7. Submit periodic reports, and other reports (including annual report on WHO-supported programme activities and results), as may be required by the National Program Manager and by WHO;
8. Participate in workshops, seminars and other program activities related to MPS/RHR, CAH and Gender & Women's Health
9. Carry out other activities, as may be specified by WHO Representative.


FUNCTIONAL SKILLS AND KNOWLEDGE:

- Demonstrated competency in management of disease control programs
- Knowledge of health and social country-specific situation, needs, and priorities. Demonstrated capacity to participate in team work.


EDUCATION (QUALIFICATION):

- Essential: MBBS and MPH (Maternal and Child Health)
- Desirable: Special training in Safe Motherhood and IMCI.


EXPERIENCE:

- Essential: At least seven years experience in Maternal and Child Health activities in national level.
- Desirable: Experience working in UN systems.


LANGUAGE:

- Fluent knowledge of spoken and written English, spoken and written Nepali.


OTHER SKILLS:

- Good management of basic computer packages: word processors, presentation tools and data sheets
- Incumbent should be able to travel frequently within the districts of Nepal.

Assistant Civil Society Grant Management Office

The Support to Participatory Constitution Building in Nepal/UNDP is looking for experienced and qualified Nepalese citizens for the following positions with substantive experience, in order to support the Constitution Building Resource Centre operations.

DUTIES AND RESPONSIBILITIES:

Under the overall guidance of the SPCBN Senior Consultant and the direct supervision of the Civil Society Grant Manager, the incumbent is responsible to:

• Provide direct field technical assistance to the NGOs funded by the SPCBN for constitution-related activities.
• Attend, assess and advise NGO partners on the "Loktantrik Sambad" sessions implemented in the field., arrange regular, up-to-date public information on the most recent status, schedule and structure of the Constituent Assembly for NGO partners., assist the Grant Manager to arrange trainings for NGO partners on constitutional issues related to their field program implementation.
• Coordinate meetings of NGO partners in the field, by region and/or district, to review and report on their implementation strategies and effectiveness, identify potential new NGOs/CBOs representing historically marginalized or disadvantaged communities who have not been actively participating in the constitution-making process.
• Contribute to identifying and compiling new materials on constitution-building and, if when necessary, preparing updates on the CA process for NGO partners and staff.
• Undertake other field-oriented tasks as instructed by the supervisor.


QUALIFICATIONS REQUIREMENT:

• A Bachelor's degree in social science or any other related field.
• Preference for individuals speaking multiple national languages.
• At least 3-5 years working experience in areas related to community outreach, NGO management, conflict resolution, capacity-building or other relevant areas of work.
• Proven leadership particularly in such areas as NGO management, gender equality, social inclusion and human rights, would be strongly preferred, past working experience at an international agencies and/or donor agencies would be an advantage, excellent writing skills in both English and Nepali.
• Good understanding of and familiarity with issues related to the peace process and constitution making in Nepal, computer skills, particularly word-processing in English and Nepali, are required.
• Ability to work and deliver outputs under pressure with effective communication skills and the willingness to work among a multi-cultural team environment.

Program Codinator

Country Accountant

Position: Country Accountant (based in Kathmandu)

Under the direction of the Finance Controller, Country Accountant is responsible, for the following functions.

DUTIES AND RESPONSIBILITIES:
a. SUN Processing: Performing the posting of financial entries in the SUN accounting software and ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation
b. Field Office Training & Support: Acting as the primary liaison for the field office finance staff for policy or procedure questions, Review of financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.
c. Performing all balance sheet account reconciliation's on a timely basis
d. The review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments

j. Liaison with local government to ensure compliance with national tax and labor regulations,
k. Providing recommendations for cost allocation systems in accordance with donor regulations
l. Maintaining a system to track commitments and outstanding contract amounts,
m. Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.


PROFESSIONAL REQUIREMENTS/ QUALIFICATIONS:

• Masters degree in Accounting/ Finance /Chartered Accountancy
• Minimum of three years of experience in NGO/INGO /Public sector accounting
• Fluency in spoken and written English
• Working experience in SUN SYSTEMS will be an added advantage.
• Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation
• Excellent interpersonal, organizational and time management skills
• Ability to maintain highest degree of discretion
• Ability and willingness to work and travel throughout Nepal.

The staff nurse will be resident at the health facility and provide on-site training and clinical services for safe delivery, emergency obstetric-newborn care.
