DUTY AND RESPONSIBILITIES:
Under the guidance of Project Manager (PM), Residential Chief Technical Advisor (RCTA) and supervision of Procurement, Operations and Finance Specialist, the Office Secretary will be responsible for the following:
• Provide clerical support to PM, RCTA and other project staff, compose documents, work with excel, data entry, format and proof materials, set appointments and prepare for meetings.
• Act as receptionist, answer written and verbal inquiries/ requests about the project, receive telephone and personal calls and routine them to proper employees. Take messages and provide to appropriate employee.
• Receive and distribute incoming and outgoing mail. Compose and send routine acknowledgments or selects simple form letters in response to routine inquiries. Types, files and proofreads documents according to project needs.
• Maintains employee files and records, including timesheets and leave reports. Orders office supplies, set up and maintain simple files, assist in preparing and administering office accounts and records; enter, update, and retrieve information stored in files and databases.
• Schedule and coordinate meetings and appointments. Maintain office calendar. Make travel arrangements following specific instructions and keeps travel itinerary.
• Maintain inventory of office supplies and replenishes stock when necessary by completing requisitions. Order equipment repairs and services upon instruction.
• Gather material, obtain documents and background information for reports and other purposes in accordance with specific instructions. Ensure confidentiality of information.
• Perform all duties assigned by the project management.
QUALIFICATION AND EXPERIENCE:
• Intermediate level education in any discipline with hands-on experience with UN or similar development project or reputed private organization for at least 3 years on secretarial services.
• Possess a good exposure to public relation and project administration.
• Must have excellent skills in computers (Windows, Words, Excel and Power-Point).
• Must have good command of English and Nepali language both written and spoken.

Under the guidance of Residential Chief Technical Advisor (RCTA) and supervision of Procurement, Operations and Finance Specialist, the Procurement Associate will be responsible for the following:
• Review procurement manual and guidelines concerning technical assistance and revise as necessary in compliance with GON, UNDP and UNCDF on procurement standards for selection of consultants.
• Assist in establishment of Investment Committee (ICs) and each GON sector department and
• institution acting as Implementing Agency (IA) for specific TA sub-projects
• Design procurement process for sub-projects based on type of study, scope of work, time and cost.
• Developing specifications and terms of reference and preparing procurement plans and related documents and assisting in the receipt and evaluation of tenders/quotations.
• Assist in pre-qualification of consultants (service providers and FSPs/MFIs), issuance of RFP, conducting pre-bid meeting, proposal evaluation, negotiation, and signing of contracts.
• Monitor an evaluate procurement progress and conformity with procedures as stated in the Manual, recommend measures to expedite progress where necessary, and assist in preparation of procurement reports for each TA sub-project.
• Assist in maintaining and updating databases on procurement status and local/foreign consultants pre-qualified under the project.
QUALIFICATION AND EXPERIENCE:
• Bachelors Degree in management with experience similar development or TA project or reputed private organization for at least 5 years on procurement related activities.
• Should have good exposure to procurement policies and process of Government of Nepal, Nepal Rastra Bank, UNDP, and UN system as well as exposure to project administration.
• Must have excellent computer (Windows, Words, Excel, and Power-Point) skills and must have good command of English and Nepali language both written and spoken.

DUTIES AND RESPONSIBILITIES:
Under overall guidance and supervision of the Project Manager (PM) and Resident Chief Technical Advisor (RCTA), the Savings and Credit Group (SCG) Linkage Coordinator will be responsible for overall implementation of SCG linkages scheme of the project and lead the SCG Linkage Unit. The incumbent will:
• Prepare and submit a detailed annual work plan for the SCG linkages exercises and implement the exercise as per approved annual work plan.
• Implement the activities related to (i) prepare inventory of SCGs, (ii) ratings of SCGs, (iii) develop the capacity of SCGs, (iv) policy support to NRB on SCG linkages, (v) technical support to concerned UNDP/GOs/NGOs programme and (iv) technical support to selected FSPs/MFIs to implement the SCG Linkage banking scheme.
• Identify UNDP/GOs/NGOs projects to be supported for SCG linkages exercises in close consultation with Project Manager (FIF) and present in Project Executive Group and Outcome Board meeting for approval.
• Develop and disseminate a brief monthly progress report format to SCG linkage focal points of the concerned projects.
• Hold joint monthly meetings as per the need with SCG linkage focal points.
• Compile monthly SCG linkages focal point reports into a quarterly progress report and a final report.
• Serve as secretariat to SCG linkages initiatives and ensure that policy and operational level complications in the linkage process are suitably addressed in consultation with key stakeholders including UNCDF, UNDP and project staff.
• Provide regular briefings and facilitate technical orientation and training of UNDP/GOs/NGOs projects management, SCG linkage focal points in international good practices and principles of microfinance.
• Perform any other relevant work, as per the requirements of the task or as assigned.
QUALIFICATIONS AND EXPERIENCES:
• Master degree in economics, finance or related social field from a reputable University.
• At least 5 years practical working experience on micro finance.
• Working experiences in national/international organization in the areas of micro finance, micro enterprise development and micro finance policy research or poverty reduction.
• A dynamic, results-oriented and self-motivated personality with a sense of initiative,
• Deep technical knowledge and experience in Microfinance; Good Practices, including linkage banking scheme.
• In-depth familiarity with facilitation of SCGs capacity building and Self-Help Group based micro-lending methodology.
• Strong commitment and believe on SCGs led community based microfinance operation.
• Demonstrated experience in development project planning, implementation and monitoring.
• Strong inter-personal and human resource development skills - training and facilitation skills will be a distinct advantage.
• Excellent organizational, communication and administrative skills, including solid experience in financial projections and management.
• Fluency in written and spoken English, excellent computer skills.
• Familiarity with UN, UNDP and UNCDF rules and procedures is an advantage.

National Assistant to the Programme Coordinator (OSRO/NEP/805/SWE) - ONE
The candidate will assist the Programme Coordinator in the handling of daily administration, financial and operational activities of the sub-office. She / he will assist in carrying out sector coordination, information gathering, assessment activities and monitorifig activities.
Duty station of the assignment is Biratnagar, over a six months period with possible further extension upon funding availability.
QUALIFICATION AND COMPETENCIES: The candidate will hold a minimum B.Sc. degree or equivalent in agricultural sciences, economics, or equivalent with three years of progressively responsible work
experience in the coordination of emergency operations and agricultural / rural development projects in Nepal.
