Administrative, Information and Communication Officer

Food and Agriculture Organization of the United Nation (FAO) is pleased to announce vacancy under the project UTF/NEP/059/NEP - "Support to National IPM Programme in Nepal: Consolidation, Up-scaling and Institutionalization Phase" and is looking for a qualified Nepalese citizen for the following positions with substantive experience:

Administrative, Information and Communication Officer (One):

The incumbent shall assume overall responsibility for timely administrative support in general and specialized areas related to day to day project office operation, project financial management, procurements, property management, logistics, transport operation, insurance, security and personnel management of the project. He/she will also be responsible for maintaining projects' core information such as who is doing what, where, contact list, meeting schedules, briefing materials, website, design/updating and maintenance of project databases, web based resources as well as establishing and maintaining communication with FAO country office, other UN agencies, government offices, INGOs/NGOs and with various other line agencies/stakeholders at different layers of project implementation.


QUALIFICATION AND COMPETENCIES:

University degree, preferably in Management/Business Administration/Management Information System/Computer Science or other closely related field with at least 5 years of proven professional experiences in administration and finance with UN or similar development programme or with reputed Non-government organizations. Specific knowledge and skill to design and maintain database using appropriate software as well as proven skill on management of Information and Communication system of project/programme is required.


DUTY STATION: All the positions are Kathmandu based. However, positions 1&2 require undertaking frequent field travels to the project districts.

DURATION: One Year, renewable (three months probation)

The incumbent shall in line with the project strategy and components design M&E tools, develop guidelines, reporting formats, reporting and feed back mechanism for Monitoring and Evaluation of the project activities and institutionalize them with the respective institutions at central, regional, district and community levels as well as provide implementation and follow up support. He/She will also be responsible for collection, analysis and documentation of the various project information and data, preparation, maintenance and up-dating of databases using appropriate software, production and publication of project reports, manual, guidelines, periodical bulletins/brochures/posters, proceedings of workshops/seminars and other relevant documents envisaged by the project at various stages of its implementation.


QUALIFICATION AND COMPETENCIES:

Master's Degree in Agricultural Sciences/ Economics/Statistics or any closely related field with at least 7 years of professional experience in design and implementation of monitoring and evaluation of agriculture sector or related programmes. Specific knowledge and skill to design M&E tools, guidelines, knowledge of statistics and data base management using appropriate software application as well as proven skill to prepare, produce and publish reports, guidelines, manuals and proceedings of workshop/seminar etc is compulsory;

National Operations Officer - Avian Influenza

Food and Agriculture Organisation of the United Nations, is seeking to fill the position of National Operations Officer - Avian Influenza for the UTF/NEP/061/NEP/B "Technical Assistance Agreement to Assist the Department of Livestock Services, Ministry of Agriculture and Cooperatives, Nepal in the implementation of the Avian Influenza Control Project" project.

The National Operations Officer will assist with handling and supervision of day-to-day administration, finance, operation, procurement and monitoring activities of the Avian Influenza projects.

Applicant must possess a university degree or equivalent in livestock production / animal health or equivalent and have a minimum of 5 years of experience within an international organization (preferable FAO or another UN Agency) in the field project operations and/or management.

Contracts for above posts will be issues for 11 months with possibility of extension, subject to performance and availability of funds. Duty station will be Kathmandu with frequent travel to districts as and when required.

DUTIES AND RESPONSIBILITIES:

Under overall guidance and direct supervision of the Project Manager and Resident Chief Technical Advisor, the Procurement, Operations and Finance Specialist will be in charge to provide proactive quality and timely professional services for operational support to the clients (UNDP and UNCDF) in procurement of goods and services, overall operational management and finance management. The incumbent will have the following specific responsibilities:

Procurement:

• Implement procurement and contracting procedures including specifications design; identify modes of selection of suppliers, advertisements, review of offers, making recommendations of the best goods / services providers, etc.
• Maintain updated networks of suppliers, consultants, collect relevant information on best services/goods providers.
• Negotiate and implement service agreement with goods/services suppliers, including preparation of agreements, and assure delivery of goods and services as per signed agreements / contracts.
• Prepare analytical summaries and reporting on procurement and contracting.
Assure that goods/services satisfy corporate requirements and meet project requirements. Review of reports on service contract from the goods/services suppliers.
Assist in issuance of powers of attorney for goods receipts, due recording of transactions with inventory system.

Operations:

• Keep up-to-date on UNDP and UNCDF human resources policies and procedures and support the implementation of strategic
human resource policies.
. Provide information and advice on the implementation of personnel rules, regulations and procedures including UNDP Personnel Manual, Staff Rules and Regulations, and UNDP and other relevant circulars.
• Oversee personnel administration by ensuring that personnel contracts and related documentations are prepared according to the Personnel Rules/Regulations and ensure procedures are strictly adhered to.
• Review reports, documentation and analysis of personnel-related matters such as staffing, organization charts, contacts and conditions of service as well as issue recommendations for decision-making.
• Identify needs of the Office and projects in the area of human resource management paying specific attention to new policies, initiatives and procedures.
• Provide human resources management services for short/long term project personnel recruited by the project management and
required staffing information for the annual and other required updating.

Finance:

• Provide effective and responsive timely/quality financial services, including bank payments and cash operations.
• Implement non-cash payment mechanisms, giving priority attention to payments via bank; assures strict control over office cash resources, participates in daily cash check ups, maintains cash-books and cash ledgers.
• Maintain contacts with Tax administration on the issue of VAT and assures timely submission of documents for VAT refunding.
• Prepare breakdowns of the receipts; establish and clear advances; search for documents and vouchers as well as supporting documentation attached to payments.
• Provide consultations on a variety of finance related issues to the projects, office staff and project.


QUALIFICATIONS, EXPERIENCE AND REQUIRED SKILL:

• Master degree in finance, business administration or economics, finance or related social field
• At least 5 years of progressive experience in the area of legal services, operational support, procurement, personnel or finance (preferably within international environment).
• Experience in preparation of contracts and accompanying documents (i.e. terms of reference).
• Knowledge of the Nepalese and international laws and local commercial / Human Resources / finance procedures (experience working with Technical Assistance projects will be an asset).
• Ability to work in a team and under pressure and meet deadlines.
• Excellent knowledge of English and computer skills.

MAJOR DUTIES AND RESPONSIBILITIES:

Under overall guidance and supervision of the Project Manager (PM) and Resident Chief Technical Advisor (RCTA), the Microfinance Advisor will support for the efficient and effective implementation of the Fund for Inclusive Finance (FIF). The incumbent will be responsible for the following:

• Prepare draft strategies and guidelines, policies and procedures, eligibility and selection criteria.
• Requests for Applications and application formats, formats for appraisal, approval, execution, disbursement, monitoring, reporting and completion of grant investments to retail FSPs/MFls and grants to business support service providers, including professional networks, for adoption by the Investment Committee (IC) related to FIF for NRB review Ensure timely publication of FIF request for and screening of applications
• Ensure that funded FSPs/MFls have a MIS that can produce relevant and accurate on-time portfolio and financial data and meet FIF reporting requirements
• Monitor progress of recipient institutions by reviewing and verifying quarterly reported results through field visits, prior to facilitating the posting of participating FSPs/MFIs' results on the MIX Market website (www.themix.org).
• Prepare annually multi-year projections for NRB estimating country demand and supply for financial services by the lower segment of the market, including analyses of any gaps in meeting funding needs (loans, grants, technical assistance and equity) of FSPs/MFIs and business services providers.
• Present options for NRB to catalyze sector development for the consideration of the Investment Committee. Identify areas where specialized TA is needed by FSPs/MFIs and arrange for in-country trainings and on-site, short-term TA from regional or international experts. Provide technical assistance as needed to funded FSPs/MFls and business services providers, based on their progress against targets to be met in funding arrangements.
• Implement the activities related to (i) prepare inventory of SCGs, (ii) ratings of SCGs, (iii) develop the capacity of SCGs, (iv) policy support to NRB on SCG linkages, (v) technical support to concerned UNDP/GOs/NGOs programme and (iv) technical support to selected FSPs/MFls to implement the SCG Linkage banking scheme.
• Identify UNDP/GOs/NGOs projects to be supported for SCG linkages exercises in close consultation with Project Manager (FIF) and present in Project Executive Group and Outcome Board meeting for approval.
• Develop and disseminate a brief monthly progress report format to SCG linkage focal points of the concerned projects. Hold joint monthly meetings as per the need with SCG linkage focal points.
• Compile monthly SCG linkages focal point reports into a quarterly progress report and a final report.
• Serve as secretariat to SCG linkages initiatives and ensure that policy and operational level complications in the linkage process are suitably addressed in consultation with key stakeholders including UNCDF, UNDP and project staff.
• Provide regular briefings and facilitate technical orientation and training of UNDP/GOs/NGOs projects management, SCG linkage focal points in international good practices and principles of microfinance.
• Perform any other relevant work, as per the requirements of the task or as assigned.


QUALIFICATIONS, EXPERIENCE AND REQUIRED SKILL:

• Master degree in economics, finance or related social field from a reputable University.
• At least 5 years practical working experience on micro finance. Working experiences in national / international organization in the areas of micro finance, micro enterprise development and micro finance policy research or poverty reduction. A dynamic, results-oriented and self-motivated personality with a sense of initiative
• Deep technical knowledge and experience in Microfinance Good Practices, including linkage banking scheme;
• In-depth familiarity with facilitation of SCGs capacity building and Self-Help Group based micro-lending methodology. Strong commitment and believe on SCGs led community based microfinance operation.
• Demonstrated experience in development project planning, implementation and monitoring.
• Strong inter-personal and human resource development skills - training and facilitation skills will be a distinct advantage.
• Excellent organizational, communication and administrative skills, including solid experience in financial projections and management.
• Fluency in written and spoken English, excellent computer skills.
• Familiarity with UN, UNDP and UNCDF rules and procedures is an advantage.

• Check and verify petrol and/or coupon with the details contained in the coupon prior to dispensing petrol and/or diesel;
• Monitor amount of petrol and/or diesel issued to Agencies on daily basis;
• Maintain daily record of the fuel dispensed to the UN Agencies;
• Prepare bills against distribution of petrol and/or diesel and submit to concerned agencies for payment on monthly basis;
• Assist the supervisor in getting the fuel cost reimbursement from the Agencies,
• Perform other duties, as required.


QUALIFICATIONS REQUIREMENT:

• Completion of Certificate Level education;
• A minimum of 3 years of working experience as Driver in public and/or International organization; experience in fuel dispensing preferred;
• Very good knowledge of MS Excel, Word application;
• Good writing and speaking knowledge in both English and Nepali Languages;

DUTIES AND RESPONSIBILITIES:

The Supply Chain Management Officer will be working under the guidance of HIV/AIDS Programme Manager and will be responsible for the overall management of supply chain activities and capacity building of government counterpart and NGOs. In particular, this position will be responsible for the following:

• Develop Supply Chain Management Strategy to facilitate the implementation of ART Program, and update Procurement and Supply Management Plan.
• Liaise with UNDP procurement unit to help in placing order quantities based on a reliable estimate, establishing links with the national HIV program, GFATM and other stakeholders.
• Work With the procurement unit, freight forwarding and central ARVs warehouse to ensure timely procurement and delivery of pharmaceutical and other health commodities.
• Prepare analyses of UNDP supplies, background information, recommendations for improving the suitability and range of products.
• Provide overall supply chain management technical assistance support to the Central ARVs Store for the forecasting, quantification, procurement, management and distribution of HIV/AIDS.related commodities.
• Monitor in-country pipelines and stock status at Central Warehouse and treatment facilities/sites. Identify funding and product gaps.
• Set up and operate an ART Commodity Tracking System, obtain and analyze data ofWVRT commodities from ART sites and provide analysis to stakeholders.
• Customize and develop supply chain management -related training materials and conduct logistics management training for ART sites, VCT/STI/OI sites and cooperating agency staff as per the need.
• Maintain close working relations with all HIV/AIDS cooperating agencies and coordinate closely with donor organizations and development partners in country to ensure rational and timely procurement of HIV/AIDS-related commodities.
• Provide required narrative and financial reports for submission to the GFATM, DFID and UNDP Country Office and Head Quarter as per the agreed schedule.
• Review Logistics reports and requisitions submitted by SR's, analyze results and provide feedback and supplies accordingly.
• Monitor the ART sites, VCT/STI/OI sites related with the supply management throughout the country and provide feedback and coaching for the smooth practice of logistics management system.
• Support the central warehouse in ensuring appropriate premises are rented/built for sensitive drugs and other health products, oversee the correctness of data in the warehouse inventory system.
• Installs controls for proper tracking of goods during transport and handling of goods at final destination.


QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

• Bachelors Degree in Pharmacy with Masters Degree in Business Administration, logistics or equivalent experience preferred.
• At least 5 years experience in the field of supply chain management preferably in the health sector. An expertise in managing pharmaceutical products is a must.
• Strong analytical skills in supply chain management.
• Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations.
• Very good communication and interpersonal skills.
• Excellent Command of MS Office applications (including Word, Excel, Power Point).
• Excellent knowledge of written and spoken English and Nepalese.

DUTIES AND RESPONSIBILITIES:

The Coordinator will be fully responsible for the functioning of CCM secretariat as per CCM Terms of Reference and Rule of Business (TOR-ROB) under the guidance of CCM chair. He/she will be primarily responsible for the following:

• On behalf of CCM chair, coordinate the meetings of CCM and its committees. Prepare draft minutes and distribute the minutes as per CCM TOR-ROB.
• Provide CCM members are provided with all important documents from the GFATM.
• Keep CCM Members well informed about the correspondence to and from GFATM to the CCM, including the comments of GFATM technical review panel on proposals submitted by the CCM.
• Respond to queries from GFATM, as instructed by the CCM chair and members.

• Collect reports from PRs, compile and prepare reports and submit to GFATM in timely manner and also place request for the disbursement.
• Share information with-the local fund agent, the PR(s) and SR(s) and other stakeholders.
• Facilitate and support CCM members and TSC members to conduct monitoring and supervision of the program implemented by PRs and SRs in the field through visits.
• Facilitate the work of sub committees and other teams as guided by CCM.
• Support in establishing CCM web site for the wide dissemination of information and documents related to GFATM and CCM.
• Maintain and update distribution list, records and file for the CCM and keep CCM secretariat in up to date state.
• Guide and supervise subordinate staff. Carry out other activities as instructed by CCM chair.


QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

• Bachelors degree in Social Science or related field.
• Experience of coordination and management of activities with participation of several organizations is compulsory.

Program Transition Coordinator (PTC)

CARE Nepal invites applications from interested candidates for the position of Program Transition Coordinator at Country Office.

The Program Transition Coordinator (PTC) is responsible for ensuring that Kathmandu based projects contribute to CO's vision mission and goals. The duration of the position is for 3 years and it is based in Kathmandu.

National Human Rights Officer, NO-A - 1 position

The United Nations Office of the High Commissioner for Human Rights (OHCHR) in Nepal was established in May 2005 following the signature of an agreement with the Government of Nepal. • Conduct research and collect information pertaining to human rights matters
